Dagestan, Ingushetia, and North Ossetia to Receive Over RUB 1.5 Billion for Utilities Infrastructure Development

By the end of 2025, the Republics of Dagestan, Ingushetia and North Ossetia–Alania will receive more than RUB 1.5 billion in federal support to advance the sustainable development of energy and housing and communal service enterprises. The allocation was approved by Russian Prime Minister Mikhail Mishustin via a government directive and is drawn from the Government’s Reserve Fund.

The funding is provided on a co-financing basis and will allow the regions to continue implementing critical components of their regional development programs. Key initiatives include the consolidation of municipal utility assets under unified regional operators, a strategic step toward greater efficiency, transparency and service quality.

Additionally, the programs prioritize attracting qualified specialists to the utilities sector and introducing economically justified tariffs—essential for long-term financial sustainability. Recognizing the social sensitivity of tariff adjustments, the federal government is offering temporary compensation to offset the difference between new and previous rates, thereby protecting household budgets during the transition.
